Fairness in sports in regards to replay

how is it fair that Shane Lowry has cameras zoomed on his ball and penalized via the tv....when there isnt a camera zoomed in on every single shot by every player in the field? whose to say one of these guys didnt have something similar happen but the camera just wasnt there? golf is honorable and you call your own penalty but i guess he wasnt gonna call his own penalty....if the camera wasnt on the ball or was way away from it or something noone would ever know it happened....i know its hard to ignore when you literally see it happen but ive always thought that fans or things like this being the reason fouls are called just doesnt seem right.

How are certain calls not subject to replay, when you can see the penalty committed right on the screen?
