Just so I'm clear, the reluctant Republican House members voted for it based on assurances that changes would be made in the Senate?

I apologize if this is a dumb question, but I really want to understand: why not make the changes in the House?

My understanding is the reluctant House members wanted the proposed savings from the Senate to be "in the same ballpark " as the proposed savings in the House. So there wouldn't be alot of time spent on reconciling a big difference. IMHO

Its not a bill. Its a resolution, a blueprint for committes in the House and Senate to follow once the new spending bill begins to be constructed.
