There should be some sort of a rule that the nominee gets 2 minutes to talk after each senator talks. Seems like that's an easy rule to adopt. I guess they all just want to give their little speeches so they can clip it and beg for donations.

I would ignore the speech altogether. Then, when the Congressman is finished I would say: 'Did you have a question in there?'
