Why do people insist on ignoring perfectly good sidewalks?

Driving north on S. Eugene. Very good sidewalks in the area. Wide. Some are even new.
Woman jogging in the middle of the road pushing a stroller with not one but two babies in it.
I slow down, thinking "surely now that there is traffic she'll go over the the safe sidewalk." I stop, waiting.
She looks at me like I'm the one in the way. mine you she is in the oncoming lane and I would have turned her to road paste had I not stopped.
There's a clear, unobstructed path to the sidewalk to my right (her left).
She gives me a dirty look, and
Jogs the babies into the other lane of traffic to go around me.
Like I was supposed to tiptoe the truck onto the sidewalk to get out of her way.
I swear people are confusing.
ETA: here's something for reference

the perfectly good side walks probably look like this

It’s definitely not a perfectly good sidewalk. Nearly impossible to push a stoller on it, much less jog.

probably because most of the sidewalks are not that great
when I ran with my kids in jogging strollers, I preferred the road
run against traffic on low traffic roads and get out of the way, its not that big of a deal

She did not get out of the way. And then made it seem like I was in the way.
I don't care that much if people jog on roads but don't act like vehicles are in the wrong

Because the side walks are garbage to job on pushing a stroller. There would be so many bumps and cracks you would hit

Of the road! Where cars like and one was coming behind in the distance but she didn't even look

The next perfectly good sidewalk in Baton Rouge will be the first one.

a quick Google Streetview of south Eugene shows lots of shitty areas of sidewalk
she probably didn't want to constantly hop on and off

Dude. I get it. Some lady looked at your wrong so it ruined your day.
But I doubt she ran her kids into oncoming traffic without looking.

I get your point. I just didn't like her attitude or dirty look.
Think what you will joggers can be as obnoxious as cyclists, Or jaywalkers, or street walkers.

I see you too would need someone to hold your hand.
The road isnt for exercising slick.

The point is the ones in that stretch are not shitty. It's a nice area.
I shouldn't pay it a second thought but it was annoying. And it's unsafe
