Mark Knopfler > Cat Stevens > Bob Dylan.
As a side note I’d probably put Riche Havens right in there between Steven’s and Dylan.

I’m sure he would. I’m also sure he would strongly disagree with my assessment, however, my personal assessment stands as stated. And I’m sure he would humbly say I’m entitled to my own opinion.
The fact is I love all three artists. Politics aside Cat Stevens is probably the best folk song writer of the 60’s 70s era. And that’s Some tough competition to make that statement.

He's a hell of a songwriter too, but not in the same vein as Dylan's stuff.
He takes a more "average guy" approach to his songs. Not much cryptic meaning involved most of the time. Sometimes he will sneak in a dark twist though.
I love his writing style.
