I’ve seen some accounts on Twitter of illegals heading into W Carolina and taking advantage of local resources as well as robbing victims of the disaster. Rummaging through homes looking for valuables.

My understanding from reading multiple articles over the weekend, those expenses it can't reimburse for are claims made prior to Helene. FEMA's current funding which was extended in the CR last week will allow it to making small progress paying those claims and it hopes to get enough money in the next CR to pay out. Helene claims will be processed after those $9 billion in claims are paid. Congress left for their pre-election recess last week. Unless Biden calls Congress back into session for extra disaster assistance it will be sometime next year before FEMA is able to start paying on Helene's claims.
