Is the teacher paid by the state? That's a pretty big factor when talking about state interference. For a conservative, I mean. I don't know if that describes you or not.

To my knowledge Florida doesn't have a similar law, or didn't 40 years ago. I managed to not only survive, I don't remember breaks ever being a point of contention. I worked fast food and construction through HS and college and it just wan't an issue, let alone one that needed the attention of the state legislature.
