No way a person could live a middle class lifestyle on $38K in LA, or $35 in MS. Defining "middle class" as above 2/3 of the median, when you live in a poor state gives very poor results.

I think it's determining median income and that might be skewed by welfare. La. has a TON of people on welfare and that might enter as ZERO income driving the median down to a level that it actually represents 'lower middle class' lifestyle.
