here, I circled that line for you on the diagram of a baseball field found in the official NCAA rule book
stepping to the outside of either of those 2 lines (even if with only 1 foot) is by definition outside of the running lane

here is the only exception to that rule (none of which apply to this particular instance)

You left out a crucial part of that rule, which is that the runner leaving the running lane has to actually interfere with the play

Your circle of red has leeway to the inside of the foul line toward the infield
