The loan guarantee was threatened pending the dismissal of the Ukrainian Prosecutor General, Viktor Shokin. Shokin was investigating Burisma. It's founder fled the country, and was in self-exile in Cypress to avoid prosecution.
In the summer of 2015, during the course of investigations, U.S. Ambassador Geoffrey R. Pyatt warned Shokin that he should conclude the investigation, but he didn't. In March 2016 Biden issued his threat. In April 2016 Shokin was fired. Burisma investigations were subsequently shutdown by Shokin's successor, Yuriy Lutsenko, and the Burisma founder was able to return to Ukraine.
Apparently, you didn't know that.
But before inserting the other foot in your mouth, you should have checked.

The official lie is that the Ukrainian prosecutor was crooked, and it had nothing to do with the fact that Joe’s son Hunter was on the board at Burisma .
