i would be difficult since i have brick columns in between panels and it would not look right having the wood higher than the columns. I like the idea bt in this situation it wont work. My fence is horizontal boards as well. I appreciate the suggestion.

well you could put large pots on top of each post, like these
sort of like a cap to the column, then fill in between them with a top border added to the fence between them. if they are made the same way to match your horizontal fence it will look like its always been that way.
it would mean you give up some ascetics you are used to, but you get your view blocked like you want, without having to be seeing their stuff.
the hedges would be best, but it will take years for them to get filled out and trimmed to look nice before you get to where you need them to cover, and until then, you just gotta stare at his junk
DO NOT LET ANYONE TALK YOU INTO PLANTING BAMBOO, its the spawn of satan. you cannot kill it, or ever get rid of it, after you figure out it was a mistake to plant it.
