Problem is that geography in this state means there are few concentrated areas of black voters in the numbers required for a district.
Having an 80% black NOLA if it had 1 million people in the population would mean that one district could be centered on Orleans Parish but the other would have to be cobbled together from other areas.
That was the exact situation that failed in 1994 when Cleo Fields’ “Zorro” district got thrown out.
