On what grounds do you think they'll be asking the feds to overturn a State SC on a purely State matter? Disparate impact? Backdoor red-lining attempt?

I’d expect abstention to be applied here. Very clearly a state law issue.

The NAACP's concerns appear to deal with the school system which is not yet established. If it becomes against the City of St. George, then at least at this point the new city will have access to public funds for it's defense.
The local NAACP also sought to deconsolidate the City-Parish government, so I imagine their credibility in a case of this kind can easily be shot down
