Yes. If they could generate 10s of millions of fraudulent ballots they wouldn't need to concentrate on pressure points like Georgia and Arizona.

They did. In a few select Deep Blue strongholds in battleground states.
In Pennsylvania, 4 out of 10 ballots in the 2020 election were mail-in ballots compared to only 5 percent in 2016. Biden received nearly 60 percent — 60 percent! — of his total tally in the Keystone State from mail-in ballots.
That is nearly 2 million votes. Put another way, 3 out of every 4 Pennsylvania mail-in ballots were cast for Biden.
Trump received less than 600,000 votes — about 18 percent of his vote tally — from mail-in ballots. Yet even with this enormous Biden advantage in mail-in ballots, Biden still only won Pennsylvania by less than 2% of the total votes.
Unsurprisingly, Trump’s early election day lead evaporated overnight because Democrats in Pennsylvania kept counting mail-in ballots until they had enough to overcome Trump’s election day victory. Anyone who denies that this is what happened is denying how Democrats routinely operate.
