Another question regarding how to pay for BRPD. Who has the authority to merge BRPD into EBRSO? Would this have to come from the Governor/Legislature?
Minor conspiracy time, but I wonder if Broome and Landry came to an "agreement". Broome votes Landy's way in the constitutional convention and Landry will help push for EBRSO to take over BRPD (and all of the budget issues that comes with it.)

Depends on a number of factors.
Given BRPD’s legal troubles, they may end up getting forced to dissolve because they can’t find an insurance carrier willing to cover the department at a rate they can afford.
Sorrento PD dissolved in the last few years after some problems including some costly car wrecks by department employees. Ascension Parish SO had to take over patrolling there.
