Window tint is just a reason to initiate a traffic stop.
To give them a reason to then look for illegal activity. Basically stop and frisk, but for vehicles.

Investigating and prosecuting violent crimes is revenue negative; “investigating” and prosecuting traffic violations is revenue positive.
