So is it still not a 100% certainty? When is it truly done and final?

There has to be a rehearing appeal filed by someone who properly qualifies.

If no one files within about 30 days, it is settled. If someone files, standing has to be determined before the look into the merits of the argument IIRC.

Lapse of the 14 day period to request rehearing without a filing.

Or, the day the denial of the rehearing request is issue.
