While I'm not entirely sure of the Louisiana legislatures intentions, I do know that there is movement across multiple states to curtail the sale of hemp based THC products that were made legal through the farm bill. The movement is primarily happening in states were medical and/or recreational use of of marijuana is already legal. There are two main reasons for the movement. First and foremost hemp based THC products are taxed at lower rates and/or sold at lower rates lowering effective tax. This of course drives consumers to Hemp vs Marijuana effecting estimated revenue collections. The second reason is public safety and health concerns as there are more synthesized hemp products in the market that are hard to regulate and test for residual chemicals used during the synthesis process.
