Specific to asylum-seekers, reinstating the Remain in Mexico policy would be a start.
But the "it" is broader than that. The willful admittance of illegals into the country at and between ports of entry is something that Congress absolutely can address. It is something the WH and DHS can also absolutely address. Instead, illegal crossings are incentivized.
To the extent that any of the foregoing doesn't comply with whatever international law has been incorporated into our domestic law, that can also be addressed. It isn't, because it is politically expedient to continue allowing the problem to continue unabated.
