How do we know it was tourists leaving trash and such on them when they were open and not locals?

Another issue with those stairs is that there's no place to park your car to walk to the entrance point. The entrance point is in the woods behind a neighborhood. The neighbors get pissed off when people park their cars on their street or if they see you walking through their neighborhood with backpacks on.

There's a road to get to the entrance point, but it's gate off and only the security guards can use it. If you go do the hike you have to make sure the security guard is not sitting in his truck underneath the interstate overpass.

If you go to good maps and type in "Ke Kula 'o Samuel M. Kamakau," look east and you will see the security truck by the H3 overpass.
