Depends upon how you define the term "elite."
There have always been leaders and followers, and there will always BE leaders and followers. If you define the term "elite" as a reference to those leaders, yes. They will always set the tone and direction, and the natural follower will ... follow.

A small, powerful minority with an extreme, unproportional amount of power, control, and influence.
The theory is that they still feed the population fairy tales about "democracy", free and fair elections, and will of the people. It is laughable that these people , with everything they have at stake, would simply place everything in the hands of the people.
It's fantasy land shite, and a nice fairy tale we were all told just like Santa Claus and the Tooth Fairy.
