Haven't you heard? The Saints are rebuilding now, (Soft Rebuild.) Don't get your hopes up for a "tear it all down and start over" rebuilt. It ain't happening.
The Saints are rebuilding on the fly and the biggest step has been to abandon the old CSP era offensive philosophy and go modern. This will be installed over a period of years working with the talent on the roster and replacing players as they can without further digging into the cap hole they are in. That's why you see the team buying lottery tickets on players like Wilson, St. Brown, Young and even Mond I guess.
I expect to see 7-9 rookies drafted and most make the team, heavy UDFA signings and maybe a FAS or two after the draft settles.

The cap structure requires a soft rebuild. If they tried to rip it apart and go all in, they'd have the entire cap dedicated to dead money.
To OP, outside of a complete dumpster fire of a season I think you have to anticipate Carr being the starter for at least 2 more years (2024 & 2025). They may be able to look at a rookie in the 2025 draft with the hopes of him taking over in 2026. But, depending on how they restructure Carr's contract before 2025, they may need to extend that another 1-2 years and will/can punt on the new QB for the 2026 draft with the expectation Carr will be the starter through 2026, any may be beyond.
