I know. But there were no payroll taxes then either. Now a large amount of the collection side of the IRS is collecting overdue payroll tax. The examination part has a role in it too.
Also… if the consumption tax is paid to an entity, and the entity has to account and pay it over to the government.. there will be an IRS there to scrutinize it.
I hate to say it.. but eliminating IRS agents altogether now is a pipe dream.
However, with a consumption based tax.. it can be taken out of the lives of individuals.
