Well, I'm not going to pretend that I'm an expert in LE, but the requirements to become a police officer should be higher, they should receive more training, and there should be stiff penalties for "mistakes" that they make. They need to be held to a higher standard than they are currently.
ETA: it's absurd to have some loser with a high school diploma running around with a gun and choosing who lives and who dies
