This is why state voters protected these funds. The state would just blow the money on their pet projects until its gone.

We don’t need to spend more to spend smarter. We also shouldn’t need to vote to amend the constitution every year.

It is not just spending more. Some funds can not even be cut even if the dedicate program has run its course and no longer needed.
Only education and medical can be cut. Basically.
