It's literally a callback to slavery when the masters would set up designated crossing points for slaves who were attempting to escape in order to catch them. Or something along those lines, maybe.

Kinda like apartments allow only 2 guests at pool and 50 people show up not adhering to rules. Funny how that works.

Spring break or not black people don’t adhere to this rule anyway. Breaking rules is just what they do at this point.
