Pigeon care

This morning a lady in our neighborhood was taking a walk, saw a pigeon on the side of the street standing still, and wouldn't move. It has a green band around one of its legs, so it is not just a wild animal. Anyone know the proper care for this kind of bird, including how to find and return it to its owner. Any ornithologists out there by chance?

Some vets will handle the care of wild animals. Have her call around.

Birds aren’t real. If it lost power, which it sounds like it did, you can do the government a solid favor by climbing up a power pole and gingerly placing it onto the power line to recharge.
