re: DOTD in my parish can’t do job I asked for because they have no equipment.

sounds like he's talking about a contractor installing a culvert in a highway ditch that is inside the DOTD right-of-way. pouring the driveway from the road to the right-of-way line is standard practice. if so, he did not install that culvert, he does not own that culvert, he did not pour his own driveway over it, and they should make it right.

The DOTD installed the culvert. I had to purchase the culvert but since it is a state right of way, they install it. They put the culvert to deep not allowing for water to freely run through. It’s dead water cause it has no way to go through it.
