Driveways are privately owned. They're gonna tell you to dig and re-set your own pipe

The DOTD installed the culvert. I had to purchase the culvert but since it is a state right of way, they install it. They put the culvert to deep not allowing for water to freely run through. It’s dead water cause it has no way to go through it.
