What I do know is that Hispanic is an ethnicity attached to the races of white, black, and sometimes Asian.
In conversational terms, the guy in the OP would be referred to as a Hispanic male. For practical purposes, he's a Hispanic male. The race of white is implied.
Formally, he's at a minimum a white male (w/m) or if you want to dial it in, a white Hispanic male (w/h/m). White Hispanic male is more detailed, but that doesn't make white male wrong.
A booking sheet might show race/ethnicity or just race. If it only shows race, then it's going to show "white" for the guy in the OP.
This isn't rocket science. It's a reach to take the OP and present it as some sort of evidence that they're tying to blame white people for everything. (They might be, but that's not evidence of it.)
