If ISIS targets Sunni Muslims who live in extreme poverty and who blame and hate western Christians for their problems, then Tajikistan would be a prime recruiting territory, I would think.

Perhaps so, but it seems that would still point to a bit more complicated or distinguishable situation than simply saying "it was ISIS who did this."
