I think it's all just a joke perpetrated by a local truck stop. The fact that they did this to raise $67 towards the issue of littering at truck stops is a pretty big clue along with using an armless drifter as the champion.

Also the post with the "piss jug man" mascot signing autographs for kids to raise awareness about truck drivers emptying their piss jugs in the parking lot instead of proper disposal.
