If he was visibly drunk when boarding this will come back on the gate agent that allowed him on. In years past it used to be pretty hard to deny boarding to passengers since the airlines would not stand behind their employees for denying boarding, but not so the last decade +.
And if he were that drunk the second line of defense, the FAs, failed too but it’s much easier to excuse them as they have a lot more going on during boarding.
