Yeah I’d spend the $ on more plants or front edging I would enjoy seeing. As you mentioned, mound it up and you’ll never see the bottom of your fence.
I’m waiting on a fence to completely rot out that was put in contact with the ground. It’s just setting on the ground and it wicks water up 6-12 inches.

I tightly screwed some 2x12 treated lumber into my fence boards then built 2x8-inch raised vegetable garden beds out from there. No sign of problems a couple of years out. Yard drains away from garden just fine and no evidence of water retention in fence pickets.
