No, but I am suggesting that the Speaker of the House controls security at the Capitol, and in that capacity rejected the assistance of the National Guard offered by the president

The local authorities have to approve unless the president is declaring an emergency. The mayor of DC declined as well as the speaker of the house. Trump didn't know at the time that it was a setup.

Actually, the governor of the state where the guard unit(s) originate must authorize the deployment.
We learned in the wake of Katrina that W wasn’t able to deploy the guard to NOLA. Blanco had to do it.
