It means people with good intentions often don;t see how they are going to screw things royally up.
Example. Forcing adults at 18 to wait till they are 21 to drink leads to more drug use and especially more binge drinking and alcohol poisoning for fear of getting caught etc.

I'll give you a real world example. I met an old friend at a bar who didn't have a car. He wanted to go 400 yards to get smokes and I let the dude walk because I had to drive home. It really pissed him off, but I was like IDGAF
