I have never had anyone look at the tires, horn, much less ask about windshield wipers. If all the lights and blinkers worked you were good to go. I’d be more worried about the amount of people driving around without a drivers license or proper insurance.

All that stuff is supposed to be checked when getting a sticker. Lazy people checking.
Drivers license and insurance I agree from a monetary sense.
My point is people recklessly driving cars that can kill people. I’m more worried about that but I understand your point.
