Mason sand should have no pebbles since it’s used for mixing mortar. They sift it so the only way you would get pebbles is if you got the wrong stuff.

You asked for mason sand. They didn't have any but wanted your money. They told you they had mason sand.
When I get mason sand I always go inspect first just for that reason.
