Because Obama fanatics in the msm keep creating rumors every presidential election that she's going to run for president... and every election, countless Democrats and the stupider Republicans fall for it, and start asking her if she'll run.
In 2028, there will be another media generated rumor about her running for president. And again in 2032.

Or, she could keep announcing it so that it justifies her being on the cover of those women's mags at grocery store check outs.
They still don't like going with Dr. Jill. It's not because Jill is white. They love putting Hillary on the cover. I think women hate Dr. Jill's ugly flower print dresses.
