The hidden reason that we have the split… laws such as FOIA and more affect public and private schools differently… and not all are subject to them…

negative - because back before the split all violations and sanctions were openly reported, the shroud came out after Su Lab and McKinley got hammered. We have the split because when JC and ECA got sent down to their enrollment classes nobody not named JC and ECA won state in football and the carnage was worse that the everybody gets in the playoffs days.
