Because your friends in the LA Legislature thought it would encourage more kids to go to college.
Because they thought the problems in our state can be solved by having even more marginal students go to school, get grants, then drop out after two semesters

While Texas and other industry growing states are trying to encourage more kids to go to trade school or community college, at least to start their post-high school career, we’re still stuck on a mentality of we must encourage every kid that they should pursue a 4 year university degree. We even have legislators filing bills to lower TOPS qualification standards.

I’d love to see a study done to measure what percentage of TOPS students actually stay in Louisiana after they graduate. A lot of them go straight to Texas after getting their degree.
