She couldn't.
I'm going to guess either that is outdated (it's from 2021) and she's in a different role now or she had to be appointed to fill in for a judge presiding over a seat with jurisdiction.
Or she declared bankruptcy

Based on a few references throughout, it looks like she mostly deals with tax complaints and... name changes.
