Reading through the ordinance and tying that with other info from the TAF, I'm pretty sure this is about making sure the River Center won't compete with the new LSU Arena. It doesn't imply at all the LSU Arena would be downtown (if fact I'm 99% sure it would be on campus).
It could mean (with the hotel plans for downtown) that they plan to convert the River Center into more of a convention center and less of an arena, and leave the arena-type events to the LSU Arena. But that's speculation.
(Also my two cents - having seen the Moody Center in Austin in person - something similar would be an amazing addition to LSU and Baton Rouge.)
