The system trustees are appointed by the county.
Harris County had a great county executive in Ed Emmert, one of the best in the country. Then in 2018, the Republicans went full retard and stayed home, and a damn idiot Dora won election, and it's gone to hell since.

Yep. Last year some guy who says he's transgender and nonbinary was appointed to the Harris Health board.
