They tried. The Soviets had an unmanned probe (Luna 15) that was in orbit around the Moon at the same time as Apollo 11. It crashed into the Moon during its descent. Unfortunately for the Soviets, they didn’t have Wernher von Braun designing their launch vehicles or a company like Grumman building their lunar module.
They eventually ran out of money and could no longer field a competitive space program. Things weren’t all peachy in the USSR during the Brezhnev era.
