There isn't a single thing you can do about crime besides what that El Salvador pres did, by locking them up and having an even already extremely, exteremely high incarceration rate in Louisiana.

Any move where the thugs in Louisiana are left in the street will always result in crime continuing. There's no program, or extra officers, or anything that'll make it go down. The absolute only way possible is for them to be removed from society and put in a prison.

If they are left for their own free will, it will 100% continue to happen.
