The Capitol Police were not the ones who determined that the building would be closed to the public, therefore they were not authorized to allow the public in on January 6, 2021.
You know this, you would be making the same exact argument if the parties were switched.

And yet they did authorize access to the public, and the public had a reasonable expectation to assume that the Capitol Police did, in fact, have the authority to allow them entrance into the building.
