Likely gang bangers. A witness heard a woman tell a shooter, "don’t do it, not here; this is stupid." There would be far more than one fatality if their intention was to kill innocents. This was idiots shooting at each other, missing, and hitting people in the crowd.

dude just spun around spraying...sounds like most of the injuries were to the calf and foot of victims
