Inner city spurs (start with odd numbers and are three numbers) and loops/bypasses (three numbers that start with even numbers) are different animals.

Spurs and loops don’t follow that rule. They’re numbered off of their parent interstate.

Spur routes don’t count.
Save for a few exceptions, spur routes begin with an odd number followed by the number of the interstate they spur from.
Bypasses begin with an even number, followed by the interstate they connect to. For instance, the 210 bypass in Lake Chuck.
