This is what I've done in our house and most of the time it's seamless and I'm pretty happy with the results. Occasionally, I'll travel from one side of the house to the other and my phone will want to stay connected to the distant router. Getting it to connect to the strongest one is as simple as turning off the phone's wifi connection and turning it back on.

You should probably turn down the power on your APs. Your phone won't drop the connection and look for a better one until the signal is too weak, and all it knows is it still sees a strong enough signal. It doesn't know how weak the signal is the other way.
