He wanted to help Dorothy, but he didn't know how. He helped the Lion, the Tin Man and the Scarecrow.
The green witch in TWoO was the villain, not the Wizard.
Glinda was the only witch that was good. She was also the one that told Dorothy how to get home.
Which side are the flying monkeys representing? Good, or Bad?
